This decision came after an emotional conversation at the White House involving Donald Trump, U.S. Vice President J.D. Vance, and Ukrainian President Volodymyr Zelensky.

The Ukrainian leader is in Washington on Friday. Before his talks with Trump, he met with a bipartisan delegation from the U.S. Senate. According to Volodymyr Zelensky, the discussions focused on the continuation of military aid to Ukraine, efforts to achieve peace, Ukraine's vision for ending the war, and the importance of reliable security guarantees.

Volodymyr Zelensky stated that the agreement between Ukraine and the United States to establish a Reconstruction Investment Fund, which is planned to be signed on February 28, will open opportunities for the creation of LNG terminals in Ukraine.

“Ukraine did not have LNG terminals (terminals for receiving and regasifying liquefied gas – ed.). This document will create such an opportunity. More precisely, the next document, but within the framework of this agreement, we see very good conditions for the establishment of such terminals,” said Volodymyr Zelensky.

It was expected that this agreement with the U.S. would be framework. Subsequently, the countries will work on a contract to create a Reconstruction Investment Fund, which will require ratification by the Verkhovna Rada of Ukraine.

Later, while speaking with journalists at the White House, Volodymyr Zelensky stated that Ukraine would not agree to a ceasefire without security guarantees.

At the White House, the conversation between President Volodymyr Zelensky, Donald Trump, and J.D. Vance unexpectedly escalated. Zelensky invited U.S. Vice President J.D. Vance to visit Ukraine to see the situation for himself.

“Come to Ukraine and see whether we have a problem with people or not. You have not been to Ukraine yet,” said the Head of State, responding to the Vice President's claims that there are “no men” in Ukraine.

“Putin has violated the ceasefire 25 times. Therefore, we will not agree to a ceasefire without security guarantees. The documents are insufficient. A strong army is needed. Russian soldiers fear ours, but if we have empty warehouses, we won't have anything to defend ourselves with,” emphasized Volodymyr Zelensky.
