In Ukraine, a general mobilization is underway, but there are certain categories of citizens exempt from conscription due to health conditions. This includes men with serious neurological disorders.
This is regulated by the Ministry of Defense order №262 dated April 27, 2024. Among the illnesses that serve as grounds for exemption from mobilization are:
- inflammatory diseases of the central nervous system — meningitis, encephalitis, myelitis, encephalomyelitis, intracranial and intravertebral abscesses, rapidly progressing conditions causing significant functional impairments;
- progressive systemic atrophies and other severe disorders – cerebral palsy, Parkinson's disease, multiple sclerosis, all forms of dystonia, except for vegetative-vascular dystonia.
- epilepsy (in cases of frequent seizures or pronounced mental disorders).
Additionally, rapidly progressing peripheral nerve diseases with significant functional impairments may also serve as grounds for deferral from conscription.
It is important to note that men with serious kidney dysfunctions and urinary system disorders are not mobilized. The following diseases may be grounds for exemption from conscription:
- kidney failure stages IV-V due to glomerular and tubulointerstitial kidney diseases — nephrotic syndrome, chronic interstitial nephritis, acute pyelitis, pyelonephritis, tubulointerstitial nephritis, chronic primary pyelonephritis, nephropathies;
- diseases of the kidneys, ureters, bladder, and urethra with significant functional impairments — obstructive uropathy, hydronephrosis, pyonephrosis, urolithiasis (kidney stones), kidney cyst, cystitis, urethritis, urethral stricture, and others;
- diseases of male reproductive organs with significant functional impairments — hyperplasia, adenoma, and myoma of the prostate, inflammatory and other diseases of male reproductive organs.
It should be noted that the absence of one kidney without significant functional impairments will not prevent a man from being conscripted into military service.
