The border is not open for everyone: which men are allowed to leave Ukraine in February?

The martial law and general mobilization in Ukraine have been extended until February, which means that men aged 18 to 60 are prohibited from leaving the country. At the same time, the government has defined a list of citizens who can cross the border legally.

According to the Resolution of the Cabinet of Ministers of Ukraine No. 57, only specific categories of military personnel have the right to exit, provided they possess the necessary documents. The following individuals may leave the country in February 2025: those exempt from military service due to special circumstances:

• men with disabilities of any group;
• parents of three or more children under 18;
• guardians and caregivers of individuals with disabilities of the I or II group;
• parents of children with disabilities or serious illnesses;
• men raising children under 18 on their own;
• citizens removed from military registration due to health issues;
• men whose relatives died in the war or are missing.

Workers in critical sectors and specialists:

• drivers transporting humanitarian cargo or working in international transport;
• railway workers ensuring the operation of rail transport;
• diplomats and their families assigned abroad;
• athletes and coaches participating in international competitions;
• seafarers and aviation personnel operating on international routes;
• citizens permanently residing abroad and possessing the appropriate documents.

Students and educators:

• Ukrainians studying at foreign universities with verified documents;
• cadets and students of aviation schools for flight training;
• participants in international programs for educational academic mobility.

What documents are required for departure

To confirm the right to cross the border, the following documents are necessary:

• certificate from the Medical and Social Expert Commission for individuals with disabilities;
• birth certificates of children and court decisions on guardianship;
• certificates of removal from military registration;
• documents related to education or participation in sports competitions;
• permits for international humanitarian transport.

Important: a work visa does not constitute proof of permanent residence abroad.
