The Ministry of Culture and Strategic Communications of Ukraine has responded to the plans of the Kyiv City State Administration regarding the construction of an underground parking lot on Staro-Kyivska Hill, which is an integral part of Ukrainian culture and history, emphasizing that the destruction of a nationally significant archaeological monument is unacceptable. This was reported on the MKSK website, as conveyed by UNN.
It is noted that the land plot is located in the Central Historical Area of Kyiv, adjacent to the buffer zone of the UNESCO World Heritage site "Kyiv: Saint Sophia Cathedral and Related Monastic Buildings, Kyiv-Pechersk Lavra," within the State Historical and Architectural Reserve "Ancient Kyiv," and falls within the protective zones of I, II, and V categories of the nationally significant architectural monument "St. Andrew's Church," as well as the territory of the nationally significant archaeological monument "Cultural Layer of Yaroslav's City."
"Preserving cultural heritage is a component of national security. The destruction of a nationally significant archaeological monument for the sake of building an underground parking lot on Staro-Kyivska Hill is unacceptable," the Ministry of Culture added.

A draft decision titled "On Approval of the Detailed Plan for the Territory on Kiyanyvskiy Lane in the Shevchenkivskyi District of Kyiv" has been registered on the Kyiv City Council's website, which was supported on November 13 by the permanent commission of the KGS on architecture, urban planning, and land relations.
According to the detailed plan, which still needs to be approved by the city council, the construction of a parking lot and dual-purpose facilities with protective features against radiation shelter is planned on the site of the garage boxes at Kiyanyvskiy Lane, 13-21, for 320 parking spaces (shelter capacity - 1650 spaces), to serve visitors of the adjacent park zone and surrounding public establishments and institutions, as well as residents of nearby residential buildings. Additionally, the construction of a pedestrian bridge from the Landscape Alley to the elevator, which is planned to be installed as part of the underground parking, is included as a measure to ensure accessibility for individuals with limited mobility.
The construction of a staircase from the building at Kiyanyvskiy Lane, 12 to Dehtyarna Street is also planned to establish pedestrian connectivity between the construction site and the residential area of Vozdvizhanka. At the site on Kiyanyvskiy Lane, 12, reconstruction of the facility into a public office building will be carried out.
The project plans to reconstruct sewer networks and drainage systems with the construction of stormwater drainage facilities. The underground parking will feature a modern ventilation system that will ensure acceptable levels of pollutant emissions into the atmospheric air from the parking facility.
