Fraudsters attempted to seize over 376 million UAH intended for the restoration of a well-known high-rise building in Borodyanka, destroyed by Russian forces.

The "Restoration" consortium, linked to Cypriot offshore companies, attempted to secure a tender for the reconstruction of a damaged building in Borodyanka. However, KOVA rejected the company due to concerns over its questionable origins and connections to criminal cases.

Fraudsters with ties to offshore entities in Cyprus attempted to gain access to over 376 million UAH, which the Kyiv Regional State Administration plans to allocate for the restoration of an apartment building in Borodyanka, Kyiv region, damaged by Russia's armed aggression, reports UNN.

According to data from the Prozorro system, on December 7, 2024, the Department of Regional Development of the Kyiv Regional State Administration announced a tender for the reconstruction of the apartment building located at Central Street, 429 in the town of Borodyanka, Bucha district, Kyiv region.

This concerns a multi-story building that was destroyed during the Russian armed aggression against Ukraine.

The amount planned for its reconstruction is 376,148,379.20 UAH.

Two companies participated in the tender, with the winner being the CONSORTIUM "VIDNOVLENNIA".

After a thorough review of the winning company, the client refused to acknowledge its victory and favored the enterprise that placed second in the auction - LLC "INVESTMENT BUILDING COMPANY 'BUILD LIFE'."

Subsequently, the CONSORTIUM "VIDNOVLENNIA" contested the results of the competition in the Antimonopoly Committee of Ukraine, thereby blocking the restoration of the apartment building.

What’s wrong with the Consortium

UNN decided to investigate why KOVA refused to recognize the consortium's victory. According to data from the youcontrol system, the CONSORTIUM "Vidnovlennya" was founded only on December 13, 2024, nearly a week after the corresponding tender was announced. The company's charter capital is 1 million UAH.

Clearly, the company was created solely for the already announced tender, with the objective of "securing" state millions.

One of the founders of the consortium is Ivanenko Roman Mykolayovych. The consortium’s leader is Bohatirenko Oleksandr Mykhailovych, who, according to the same system, is also connected to several other companies registered at the consortium's address.

In particular, at the same address as the consortium, the company LLC "STANDARD DEVELOPMENT" is registered, in which Bohatirenko and Ivanenko each hold a 24% stake as of January 2025. Another founder of this LLC is the Cypriot offshore company Y.Di.Gi. Enterprises Limited, which owns an 18% share.

It is noteworthy that LLC "STANDARD DEVELOPMENT" has been involved in several criminal proceedings initiated under Article 205 (Fictitious Entrepreneurship), Article 209 (Legalization (Money Laundering) of Proceeds from Crime), and Article 222-1 of the Criminal Code of Ukraine (Market Manipulation). Additionally, a case was opened against it under Article 191 of the Criminal Code of Ukraine (Misappropriation, Embezzlement of Property, or Acquisition of Property through Abuse of Office).

Therefore, it is possible that during the review of the CONSORTIUM "VIDNOVLENNIA" as the winner of the state tender, its connections with LLC "STANDARD DEVELOPMENT" and Cypriot offshore entities became apparent, leading to the annulment of the dubious company's victory. We can only hope that in the future tender for the reconstruction of the apartment building in Borodyanka, an honest company will win, restoring housing for those who have suffered from Russia's armed aggression, rather than seeking to profit from human tragedy.
