The head of the Asset Recovery and Management Agency, Elena Duma, once again highlighted her "role" in exposing corruption schemes within the Medical and Social Expert Commission (MSEC), recalling her activities in 2020 at the Social Insurance Fund as the beginning of this struggle, reports UNN.
Details
In her note on the Telegram channel, the head of ARMA reported on the scale of identified assets belonging to MSEC employees. She noted that a significant portion of the identified assets was acquired by the suspects specifically during the full-scale war of the Russian Federation against Ukraine and was registered in the names of individuals close to them.
According to her, ARMA employees have already located the first assets of five suspects in these criminal cases and their associates:
- 128 units of residential and non-residential real estate (including houses and apartments in regional centers, apartments in Kyiv, luxury apartments, entertainment complexes, garages, parking spaces, offices);
- 140 plots of land (designated for various purposes, including residential construction, agricultural production, and horticulture);
- 30 vehicles (including premium-class cars such as Lexus, Tesla, etc.);
- corporate rights worth over 20 million hryvnias (including in the energy sector and construction companies);
- millions of hryvnias in bank accounts;
- weapons.
As before, Elena Duma did not miss the opportunity to emphasize her own contribution to the fight against corruption in MSEC.
"I remind you that back in 2020, having headed the Social Insurance Fund Directorate, I began to expose and combat such corruption schemes. This cynical continuation should not exist in a society that wishes to cleanse itself and defeat the aggressor. Corruption will be overcome. Ukraine will prevail," Duma proudly stated.
Despite this, there is no public evidence that her activities were decisive in the fight against corruption in MSEC.
This is not the first instance where Elena Duma claims credit for the dismantling of corruption schemes in MSEC. Earlier, she hinted that her efforts in 2020 sparked the exposure of corruption schemes in MSEC. At that time, the head of ARMA not only described her "heroic journey" against corruption but also indirectly attributed to herself the achievements in dismantling medical commissions.
Additionally
Recently, Ukraine was embroiled in a major scandal due to the exposure of corruption schemes involving regional MSEC leaders. President Volodymyr Zelensky announced that during a National Security and Defense Council meeting regarding the situation with MSEC and abuses by officials in obtaining disability status, a list of decisions was established to restore justice. Specifically, this includes the digitalization of processes for all stages of medical and social expert commissions and a genuine audit of the declarations of MSEC members.
In compliance with Zelensky's requirement, starting from January 1, 2025, Ukraine plans to completely eliminate MSECs, as the system is transitioning to a new approach.
Currently, the functions of the central MSEC have been assigned to the Ukrainian State Research Institute for Medical and Social Problems of Disability.
