Those with congenital defects are not drafted: individuals may be excluded from military service due to health conditions.

In Ukraine, a nationwide mobilization is ongoing. However, certain categories of citizens are deemed unfit for military service due to health conditions.

Specifically, this concerns men with congenital developmental defects, chromosomal disorders, and deformities. This is stipulated in the order of the Ministry of Defense №262 dated April 27, 2024.

According to this order, men are recognized as unfit for service if they have:

  • congenital defect of the nervous system;
  • congenital defect of the eye, ear, face, and neck;
  • congenital defect of the circulatory system;
  • congenital defect of the respiratory system;
  • cleft lip and palate, and other congenital defects of the digestive organs;
  • celiac disease.

Additionally, individuals may be excluded from military registration if they have:

  • congenital defect of the reproductive organs;
  • congenital defect of the urinary system;
  • congenital defect and deformities of the musculoskeletal system;
  • other congenital developmental defects;
  • chromosomal anomalies.

How to Obtain Exemption from Mobilization

To confirm unfitness for military service, it is necessary to undergo a military medical commission (MMC). This commission determines the degree of fitness and makes the final decision regarding exclusion from military registration. For this, all necessary medical documents confirming the presence of the condition must be provided.

It is important to note that individuals excluded from military registration are not subject to mobilization even during a state of war. According to the new regulations, their military registration documents are not confiscated but are simply marked accordingly to indicate their unfitness for service.

Previously, "Telegraf" reported on whether a man with one kidney could be mobilized. One of the grounds for exemption from conscription includes serious disorders of kidney and urogenital system function.
