The Territorial Center for Recruitment (TCR) may temporarily collect military registration documents from conscripts. This is done for the purpose of entering necessary data.
Specifically, the document may be taken after the individual has undergone a military medical commission (MMC). This was discussed by lawyer Yuri Ayvazyan on the "Yuristy.UA" portal.
A citizen approached the lawyers, stating that after passing the MMC, he submitted the results to the TCR, but they took his military registration document, promising to return it in 10 days. The man was curious whether the TCR's actions were legal.
"A citizen of Ukraine can hand over their military registration document to the employee responsible for military accounting on a form, for the purpose of making changes, provided they receive a receipt," the lawyer noted.
He also explained that the document is taken to mark the completion of the military medical commission.
It is important to remember that authorized representatives of the TCR and the State Border Service have the right to use portable video recorders while performing their official duties. These devices can be used to record the actions of both the representatives and citizens presenting military registration documents.
Representatives of the TCR must inform citizens about the conduct of photo or video recording. All recordings should be made continuously while performing duties, except in situations that may threaten the disclosure of military secrets or confidential information.
By order, video materials may be provided to government authorities, law enforcement agencies, or the court upon appropriate request. At the same time, TCR employees are prohibited from sharing recordings with third parties or using them for unofficial purposes.
