Not everyone can do it: who is eligible to apply for a mobilization deferment online?

A lawyer explained who will not be able to obtain a deferment without a military registration and enlistment office.

Some Ukrainians can apply for a deferment from mobilization online. This can be done through the mobile application "Reserve+".

Lawyer Daria Tarasenko discussed this on the air of Ukrainian Radio. According to her, this method of applying for a deferment has certain limitations.

For men with disabilities, access to "Reserve+" depends on their status in the registries. If a person with a disability receives a pension, they can apply for a deferment.

If a person only receives social assistance due to a lack of work experience, it is not possible to apply for a deferment through "Reserve+".

The lawyer noted that for individuals with permanent disabilities, "Reserve+" provides a deferment for one year. If the disability has a set expiration date, then:

  • if more than a year remains before the expiration, the deferment is granted for one year;
  • if less than a year remains, then only until the expiration date of the MSEC certificate.

Deferment for Students and Postgraduates

For students and postgraduates, application is possible only if their information is included in the Unified State Electronic Database on Education. The registry must confirm that the man is indeed studying and without violations in the sequence of obtaining education.

Deferment for Large Families

The program allows for a deferment for parents of three or more children under the following conditions: having three or more children born within a marriage to the same woman, with whom the man is married at the time of application.

Online application is not available for:

  • men with children from different marriages;
  • those who have separated from the mother of their children;
  • children born out of wedlock.

In such cases, it is necessary to submit an application and paper documents to the TCK and SP, the lawyer emphasized.

According to Daria Tarasenko, the main problem is the absence of unified registries.

"For each basis for deferment, there should be specific registries from which the program will receive information confirming that these requirements are indeed met. However, as of today, there are no such registries that store all the information… And if there is no registry, it is impossible to verify this automatically. If you apply through "Reserve+" and then someone has to check it, many questions and corruption risks arise,” she noted.
