Who is exempt from mobilization due to vision issues: a list of conditions.

The final decision on suitability is made by the Military Medical Commission (VVK).

In Ukraine, individuals with certain eye conditions are not subject to mobilization. Specifically, those with serious diagnoses may be granted the status of "unfit for military service" or receive a deferment from conscription.

At the same time, some categories of conscripts with visual impairments may be assigned to support units, medical divisions, or educational institutions. This is regulated by Article 23 of the Law of Ukraine "On Mobilization Preparation and Mobilization."

Individuals are granted deferments or deemed completely unfit for military service if they are diagnosed with:

  • severe anatomical defects of the eyelids, orbit, or conjunctiva with significant impairment of visual or motor functions in both eyes;
  • acute diseases affecting all parts of the eye and its accessory structures in both eyes with frequent exacerbations or progressive deterioration of visual functions (scarring, opacities, degenerative changes, cataracts, optic nerve diseases, etc.);
  • retinal detachment and rupture of any etiology in both eyes;
  • glaucoma in an advanced stage in both eyes;
  • persistent paralysis of the eye muscles with the presence of diplopia;
  • myopia or hyperopia in either eye exceeding 12.0 diopters in one of the meridians;
  • blindness in one or both eyes;
  • absence of one or both eyeballs.

Individuals may be mobilized to educational institutions, medical facilities, or support units with the following eye diseases:

  • significant anatomical changes or positional defects of the eyelids, orbit, or conjunctiva with substantial impairment of visual or motor functions in one eye or moderately expressed in both eyes;
  • acute diseases of the eyelids, tear ducts, orbit, or conjunctiva in one or both eyes;
  • severe diseases with progressive, significantly reduced visual functions and frequent exacerbations in one eye or moderately expressed in both eyes;
  • any etiology in one or both eyes following successful surgical treatment;
  • all forms of glaucoma N40-N42 in an advanced stage in one eye or in the early stage in one or both eyes;
  • visual disturbances related to muscle diseases of the eye, impaired coordinated movements, all forms of strabismus N49-N51 in the absence of diplopia;
  • concomitant strabismus in the absence of binocular vision;
  • myopia or hyperopia in either eye exceeding 6.0 diopters and up to 12.0 diopters or any type of astigmatism with a difference in refraction in the two principal meridians exceeding 3.0 diopters;
  • visual acuity in both eyes with correction up to 0.5;
  • visual acuity in one eye with correction above 0.5 while the other eye has visual acuity with correction up to 0.2.

Individuals are considered completely fit if they have:

  • mild anatomical changes or positional defects of the eyelids, orbit, or conjunctiva, moderately or mildly expressed diseases of the eyelids, tear ducts, orbit, or conjunctiva in one or both eyes without impairing visual or motor functions;
  • ophthalmic hypertension in one or both eyes;
  • myopia or hyperopia in either eye exceeding 3.0 diopters and up to 6.0 diopters;
  • any type of astigmatism with a difference in refraction in the two principal meridians exceeding 2.0 diopters and up to 3.0 diopters;
  • dichromasia; abnormal trichromasia of any type.

Additionally, temporarily unfit are considered men who have suffered from acute eye diseases or undergone surgical treatment until complete recovery. This status grants a deferment from mobilization for up to 12 months.

It is important to note that the final decision on fitness is made by the military medical commission (VMC) after a thorough medical examination.
